Debate held for legislation of human rights education in Daejeon

In collaboration with The National Human Rights Commission(chairpeson Hyun, Byung-chul), Daejeon city(mayer Yeom, Hong-cheol), Daejeon Office of Education(superintendent Kim, Sin-ho) and Chungnam University(president Jeong, Sang-cheol)

"Daejeon debate/discussion held for legislation of human rights education" was held on September 6, 2013 13:30 to 17:30 at conference room on the fifth floor, City Hall of Daejeon.

 

This session was arranged to discuss main issues and the need for legislation of human rights education meanwhile shedding the light on the role of NHRIs on human rights education commemorating the 20th anniversary of the Paris Principles relating to the status of National Human Rights Institutions, adopted by the UN General Assembly in 1993.

 

Various issues concerning legislation of human rights education, focusing on such as "In the meaning of Human rights education and Human Rights Education Act" of Park, Kyung-seo, president of Korean Center for UN human rights policy; "Outcomes and limitations of human rights education and future challenges" of An Seok-mo, Director General of Human rights policy and education bureau at the NHRCK; "Main issues and challenges on legislation of human rights education" of Myung, Jae-jin, professor at Chungnam University (Dean of the College of Law) were widely discussed.

 

Human rights education has been emphasized under Universal Declaration of Human Rights, the Vienna Declaration and Plan of Action in 1993 and the World Programme for Human Rights Education Action Plan, etc. In particular, "UN Declaration on Human Rights Education and Training", the resolution adopted by the UN General Assembly in 2011, highlights the duty of the states to human rights education and training in which provide services for human rights education to all the people and the first and second phase of the world programme for human rights education(2005~2014, UN resolution) stress the importance of human rights education for students in elementary to high school and public officers in higher education and law enforcement. In order to establish the national implementation system for UN Declaration on human rights education and training The legislation of human rights education is needed above all.

 

The Commission, through national tour to Busan, Gwangju, Daegu, Daejeon, after gathering various opinions, will share the awareness of the importance of human rights education while plan to strengthen the efforts to legislation of human rights education.
