New System Launched to Boost Access to International Human Rights Instruments


The National Human Rights Commission of Korea (NHRCK) has taken a significant step towards promoting awareness and implementation of international human rights instruments with the launch of the International Human Rights Information System.

 

The system, accessible at https://uhr.humanrights.go.kr/ (in Korean and English), was officially launched on March 6, 2024, following development efforts that began in 2023.

 

The impetus for the system stemmed from a recognized need for improved access to international human rights instruments. Stakeholders across various sectors, including civil society, academia, and government branches, had expressed challenges in obtaining this information.

 

The NHRCK, recognizing this gap, secured funding in 2023 to develop the user-friendly system. Following a development and testing phase, the system was launched in March 2024.

 

The International Human Rights Information System offers several key benefits to users:

 

Enhanced Accessibility: The system streamlines access to information on international human rights instruments. Users can view texts simultaneously in Korean and English, fostering a deeper understanding of these critical documents. Additionally, the system provides access to related materials such as general comments, recommendations, and complaints, offering a comprehensive perspective on international human rights issues.

 

Personalized Search:  The system caters to individual needs through a user-friendly search function. Users can conduct comprehensive text searches or utilize filters categorized by human rights institutions, issues, and target groups. This allows for quick and targeted retrieval of relevant information, such as recommendations from UN human rights bodies directed towards the Korean government.

 

Improved User Experience: Information is meticulously organized and presented for easy navigation. Users can also subscribe to email notifications for content updates, ensuring they stay informed about the latest developments.

 

NHRCK Chairperson Song Doo-hwan underscored the importance of widespread participation in upholding international human rights standards. "The responsibility for implementation extends beyond the executive branch," he remarked. "The legislature and the judiciary also play a vital role." He further emphasized the NHRCK's unwavering commitment to raising domestic awareness of international human rights instruments.

 

The launch of the International Human Rights Information System represents a significant stride towards achieving this goal. By empowering stakeholders with accessible and comprehensive information, the NHRCK paves the way for strengthened implementation of international human rights principles within Korea
