NHRCK Recommended Improvement of Medical Service for Soldiers

On May 11th, 2006, National Human Rights Commissiom of Korea(NHRCK) announced the investigation results for the possibility of the human rights violation in the cases of a discharged soldier" s cancer death and others in hospital now.
The Commission confirmed that the government neglected its obligation of providing proper and timely medical service to soldiers, and these victims were encroached on their rights in proper and opportune medical service access. So, the Commission urged the Minister of National Defense to revise the laws and related methods including the timely medical access rights.
This decision of the Commission resulted from the investigation in the death of Mr. Noh, a sergeant in reserve who was not properly treated of his stomach cancer during the military service and was dead after the service. And it was on the base of the other victims’ petition, who asserted the violation of medical access rights in the military service.
This NHRCK investigation confirmed that soldiers suffer from;
- Difficulties to have free and opportune medical access
- Absence of the organized medical record archiving and distribution system
- Absence of the cooperation with the civil hospital
- Deficiency of the military primary medical equipments
To eliminate the problems and to provide the proper medical care to soldiers, the Commission finally recommended the Minister of National Defense to secure the timely and proper medical access rights for them.
