Kyungnam University, Kyungpook National University, Yonsei University, Chonnam University, and Hanyang University accepted a recommendation from the National Human Rights Commission of Korea (NHRCK) to allow persons who passed the college entrance qualification examination to apply for early admissions, starting with admissions for the 2008 academic year.
In March 2005, five complainants including Park (examinee) filed a complaint, arguing that disqualification of those who passed the college entrance qualification examination from early admissions to college constituted discrimination. On October 9, 2006, the NHRCK decided to recommend the Minister of Education and Human Resources Development and the chairpersons of five universities rectify the situation in accordance with Article 44(1) of the National Human Rights Commission of Korea Act, based on its judgment that such disqualification was a discriminatory act infringing on equal rights.
On November 24, 2006, the Ministry of Education and Human Resources Development sent the heads of national, public, and private universities around the nation (including colleges) an official request for cooperation to prevent any discrimination against persons who passed the college entrance qualification examination. In response, the five universities above decided to permit such persons to apply for early admissions.

- Acknowledged that disqualifying persons who passed the college entrance qualification examination from early admissions constitutes discrimination and a violation of equal rights;
- Recommended the chairpersons of Kyungnam University, Kyungpook National University, Yonsei University, and Hanyang University not disqualify students who passed the college entrance qualification examination from regular early admissions, based on improvement of the relevant system;
- Recommended the chairpersons of Kyungnam University and Chonnam University not disqualify students who passed the college entrance qualification examination from applying for any type of non-regular early admissions, based on improvement of the relevant system; and
- Recommended the Minister of Education and Human Resources Development make institutional improvements and take other necessary measures to ensure that those who passed the college entrance qualification examination are not deprived of opportunities to apply for early admissions to each university.
