-Introducing the Bureau of Human Rights in Military 

and the role of the Human Rights Protector for Military-

 

Human Rights Protector for Military Chanun Park(hereinafter the ‘Protector Park’) of the National Human Rights Commission of Korea(Chairperson Doohwan Song, hereinafter the ‘NHRCK’ or the ‘Commission’) visited Korea Army Training Center on 18 July and introduced the system of human rights protection for military personnel. the Bureau of Human Rights in Military was established on 1 July, to investigate on human rights violation and discrimination in Military and to provide necessary policy recommendations and measures.

 

Protector Park introduced the process which can be followed when the rights are violated during the time of their service to the recruits at the Training Center and their families. “It is important to nurture respect for human rights from the beginning of the training process in order to foster human rights-friendly culture in military” said Protector Park. the Protector also explained the rights which military personnel should be able to enjoy as a ‘citizen in uniform’.

 

Protector Park met with Major General Wonho Park, the Commander of Korea Army Training Center, and assessed how human rights education is being conducted at Korea Army Training Center. The Protector also requested that the staff at the Training Center make consistent efforts so that all soldiers complete their compulsory training courses without human rights violation.

 

Human Rights Protector for Military also had a meeting with General Junghwan Park, the Chief of Staff of the Army, and requested that the Army of the Republic of Korea take lead role in protecting and promoting human rights in military. At the meeting, Protector Park asked for active promotion on the human rights protection system for military personnel and the establishment of the Bureau of Human Rights in Military, where they are able to receive help and find remedies. The Protector also put emphasis on enhancing the quality of human rights education in military bases that are currently taking place.

 

Starting from Korea Army Training Center, the Human Rights Protector for Military will continue his visits to Air Force and Naval Training Centers for recruits. The National Human Rights Commission of Korea, together with the Human Rights Protector for Military, will continue to make efforts to foster human rights-friendly culture in military, including holding series of special lectures on human rights for the cadets in Korea Military Academy, Korea Air Force Academy and Korea Naval Academy.
