Joint investigation group on sexual violence by martial law army is launched

o National Human Rights Commission of Korea, Ministry of National Defense, and Ministry of Gender Equality and Family launched a joint investigation group to identify the truth regarding sexual violence caused by the martial law army during the May 18 Democratic Uprising.

 

O The group is co-headed by the Secretary General of NHRCK and Vice-minister of Gender Equality and Family, and its term is until 31 October 2018.

 

o The group will receive cases from victims, identify the present condition and investigate materials in and outside the military to clearly identify damages occurred. Result of the investigation will be sent to the Truth Finding Committee of May 18 Democratic Uprising which will launch pursuant to the Special Act for Identification of Truth of the May 18 Democratic Uprising.

 

o NHRCK will supervise investigation in and outside the military, and the Ministry of National Defense agreed to support the investigation by providing necessary material. The Ministry of Gender Equality and Family will manage received report and provide psychology consultation, family consultation, healing program, and medical and legal assistance jointly with sexual violence consulting centers and the Crisis Intervention Center for Women and Children.

 

o In particular, in order to avoid secondary damage during the investigation, investigators will be experts in the field to support and monitor investigation process.

 

o Reports can be filed to the Joint Investigation Group, Seoul and Gwangju Crisis Intervention Center for Women and Children, Gwangju office of NHRCK via phone, mail, and visit, and at websites of NHRCK, Ministry of Gender Equality and Family and National Defense.

 

o In addition, guardian and assistant of victims could also file report and when requested through phone or online, investigator and consultants would make a visit to receive reports.
