Chairperson Choi adopted chair's statement of the 3rd ASEM Conference on Global Ageing and Human Rights of Older Persons

Chairperson of the National Human Rights Commssion of Korea, Choi Youngae adopted the chair's statement at the closing session of the 3rd ASEM Conference on Global Ageing and Human Rights of Older Persons on 6 September 2018.  

 

In the statements, the conference agreed on the need for a continuous public disscussion, research and education, and a campaign to change negative perception on older persons.

Chair’s Statement

1. The 3rd ASEM Conference on Global Ageing and Human Rights of Older Persons was held on 5-6 September 2018 by the National Human Rights Commission of Korea. At the conference, ASEM members shared information on current status and best practices of long-term and palliative care for the elderly and discussed measures to address age-discrimination against the elderly.

 

2. The conference reaffirmed the major points of the discussion made at the 2nd ASEM Conference on Global Ageing and Human Rights of Older Persons ad their progress.

 

3. The conference confirmed that the international community has made diversified efforts to promote and protect the human rights of older persons: the UN Open-Ended Working Group on Ageing was held every year; the UN Human Rights Council appointed an independent expert on the enjoyment of all human rights by older persons; and the WHO proposed the ‘Global Strategy and Plan of Action.’

 

4. Also, the conference confirmed that the international community has been making efforts for the promotion of the human rights of older persons; ASEM members modified legislation and system and implemented various policies; the Global Alliance of National Human Rights Institutions (GANHRI) initiated a Working Group on Ageing; and INGOs established the Global Alliance for the Rights of Older People (GAROP) for empowerment of the elderly and cooperative measures.

 

5. The conference also confirmed that despite such efforts made by the international community, a number of older persons are still faced with problems of chronic diseases, lack of long-term care service, and social exclusion.

 

6. The conference expressed its support for the ASEM Global Ageing Center, established on 26 June, 2018 in Seoul, Republic of Korea, to be the platform of the international community for the promotion of the human rights of older persons.

 

7. The conference also agreed on the need for a continuous public discussion, research and education, and a campaign to change negative perception on older persons, and ASEM members promised to cooperate with the international community including the UN and other international institutions to this end.

 

8. Lastly, the conference requested the NHRCK and ASEM Global Ageing Center to lead the effort to translate the discussion made during the conference into practical implementation and expressed its anticipation for the 4th and 5th ASEM Conference on Global Ageing and Human Rights of Older Persons in 2019 and 2020.
